1. Background of the project
Public administration reform and particularly modernization of the civil service is one of the main priorities of the Macedonian Government, also key precondition for the integration of the Republic of Macedonia in the European Union. The Government of Republic of Macedonia in 2010 has adopted a Strategy for Public Administration Reform which is a main document that consist measures and activities that need to be implemented in Republic of Macedonia. In this sense, the main responsible institution for implementation of this Strategy and for the public administration reform as a whole is Ministry of Information Society and Administration (MISA). The main aim of MISA is to empower, to coordinate and to mediate the whole process of public administration reform, which will contribute to sustainable social and economic development of Republic of Macedonia as it moves towards integration with the EU and NATO.
With the support of British Embassy in Macedonia, though the Center for Change Management, as part of the “Public Administration Reform” project, MISA has developedCompetence Based Management for the Macedonian civil service.Competency Based Framework (CBF) was prepared to serve as a base for further commitment for modernization of the administration in the Republic of Macedonia and is intended to strengthen the system for monitoring of performance, results and behaviour of the individuals as well to introduce minimum standards for each job position. In the next phase project aims to build capacities among civil servants so that they can become trainers and deliver training to employees for the core competences.
2. Required documentation
The following documentation is mandatory required to be submitted in a sealed envelope by March 4 2014.
The proposal has to be submitted in written form. The proposal has to be signed by a Director or more senior member of the company. The proposal has to be developed under the conditions of this public announcement and tender documentation. In addition to the above-mentioned documentation, the proposal must include the following information:

The best bidder will be selected according to the following criteria:
The proposals will be evaluated in two stages. Firstly the technical proposals will be evaluated, and only those that pass the minimum of 70% of the total score for quality criterion (expertise of the consultancy houses/ consortium of consultants in similar projects, methodology and approach and qualifications of the personnel based on the needed relevant experience) will go to the next stage – the price criterion evaluation.

The envelope must not have any sign that may identify the bidder/the sender.
The delivery of the proposals has to be done throughout the Post mail, or the proposals have to be delivered in the Archive of the Ministry of Information Society and Administration.
Deadline for the proposals send by Post mail or delivered in the Archive, have to be by March 4, 2014.
Proposals that will arrive later than this date will not be taken into account.
